It doesn't help. I see this problem with an active bar (myActiveBar)
that is showing both non-active buttons with icons and active buttons
with icons.
I don't see this problem with another active bar (myTray, for tray
icons) that is showing a text-only non-active button and several
active buttons with icons.
Here's an ini file clip:

[MyActiveBar:Properties]
FontName = Trebuchet MS
FontInfo = Weight: 600 Size: 8
BackBMP = Skins\NoIconMenusBack.bmp
Format1 = IconSize: 32 Position: FixedTopLeft
Format2 = MaxText: 531
Format3 = Flat Back: 255 128 128 Text: 0 0 255 BarIcons TopMost

Format4 = TextCenter BarSize
Format5 = NoFlicker
Active = Count: 25 UseLast PressFore
ActiveInclude = [EMAIL PROTECTED],=checkp3
c=TPingForm,c=TFtpForm,c=TActivityForm,c=TForm_new,c=TMainForm

; workaround. ppro hides bar behind screen bottom edge if bar position
; BottomEdgeCurrentSize and bar has JUST active buttons but no fixed
button
