Any workaround until this is implemented?

I have found one: define shortcuts for <windows> keyup and for
<windows> keydown, both eating their respective keypresses. Set ppro
global variable to 1 on keydown and to 0 on keyup. Then define a
shortcut for <a> without any modifiers, but with checking this global
variable in expression instead.

This kind of works, but I am not sure how robust it is... and it is
pretty cumbersome anyway.

Does anyone have a better idea?
