Yes, in a few programs they don't work, whereas Ctrl-Z/X/C/V are pretty
much universal now. But my bigger complaint is that in some situations I
(used to) work with the right hand on the mouse and with the left hand on
these control keys. This was a very quick and efficient way to do e.g.
editing that doesn't require typing (like moving around blocks). That's
what I miss.

That's what I've done to create a Dvorak International keyboard (similar to
the US International, with the accented etc. characters). I haven't thought
about changing the whole control key layout, though. I think it's possible
with the layout creator -- if it works for you. I still haven't tried it
(the program you sent me doesn't work with a Dvorak layout, it seems to
require a QWERTY layout, so I need to add that to my setup first).
