I don't really have any idea about the cause, however, it reminds me
of something I had noticed while testing the issue of "DOS shell" with
PP in WXP. It didn't happen always, but sometimes PP was consuming
constantly 7~9% of CPU after starting and closing a DOS shell/app.
Only closing and restarting PP solved the issue.

So, what is your OS, and if it's W2K/WXP, have you ever used
command.com or a DOS app meanwhile? You might have used command.com
unconsciously: check your command which starts a command shell, if
it's command.com change it to cmd.exe

If you really need to use a DOS shell, use this, instead of just
'command.com':
cmd.exe /k command.com

If this is not the cause, you may have to do trouble-shooting starting
from empty.pcf or default.pcf.
