Problem with this approach is that on the first mouse scroll tooltip is
made transparent and you must scroll mouse again to actually scroll the
window, at least in Total Commander. I think the best solution for
problems with tooltips would be if we could use something like this as an
Edit command: Edit:scroll=#%phan%
i.e.
ini=0,0,0,ANY,MWD,,c=TToolTip\,c=balloon,Edit:scroll=#%phan%,0,1,1,0,0,,
