Yes! It's work!! So - this is what I did:
1. Go to Control Panel->Regional Settings->Keyboard and bind 
Ctrl+Shift+0 to activate Eng. layout and Ctrl+Shift+1 to activate 
Rus. layout.
2. Go to PP's config->Key/Mouse tab->press "New" button.
3. From Key/Mouse drop-list select "Enter virtual key" and type 17 
in field "Virtual Key".
4. Check "Use scan" and type 29 in field "Scan".
5. From "Enter command..." select "*Keys"
6. In "Enter keys..." field type: {ctrl}{shift}0{shift}{ctrl}
7. And press "OK".
Now repeat steps 2-4 and additionally check "Ext" checkbox(just 
right from "Use scan" checkbox). And:
5a. From "Enter command..." select "*Keys"
6a. In "Enter keys..." field type: {ctrl}{shift}1{shift}{ctrl}
7a. And press "OK".
Done! Now just press left Ctrl activate Eng. chars and just press 
right Ctrl activate Rus. chars. This is MUCH convenient than 3-keys 
combinations proposed by Windows itself. Great! Cool!
