Um, have you tried beta 4.4.04?

Beta 4.4.04 should tell you the outer script it is complaining
about. Basically, this type of wait cannot be used if another
script (eg a calling script is running).

Like everyone other program which simulates keypresses, PowerPro
cannot actually "send" keys to other programs. All it can do it put
keys in the input buffer where the next window that asks for keys
will get them. So successful completion of the "send" depends on
what other windows are doing, whether the window you want to be is
foreground, when it asks for keys from input, what color shirt you
are wearing, ...
(well, maybe not your shirt)
You have to experiment with waits and the two different types of
keys ({slow}, {fast}) and hopefully one will work. No guarantees,
though.

Possibly PowerPro is confused because you are jumping out of the
middle of an if do. Since PowerPro is interpreted, it may think the
endif is still open. I am not saying that is ideal, but that is the
way it works (and no plans to change). Also note that there is no
wait after keys {esc} so the Trayicon command may be executed before
whatever window was to receive the esc gets a chance to ask for it.
If you get the new beta, it will tell you what outer script PowerPro
is complaining about.
You could possibly write the above with a loop instead of jump as:
for (1)
TrayIcon Right SuperDial
keys z
wait.for(2000)
if (not modem)
break
keys {esc}
wait.for(1000)
endfor
