checking "Replace %environment var% throughout command" did it!
So here's the "ToDo-List" for others who might have the same questions.
_Needed files:_
\plugins\dll.dll
\plugins\binary.dll
\scripts\RunAsSystem.PowerPro
_Environment:_
tick the option "pproconf.exe -> Setup -> Advanced setup -> Other ->
