It turns out that Windows prohibits getting/setting IME status of a
Window of other app, more precisely other thread. Quotes from MS:

* A thread should not access the input context created by another thread.
* A thread should not associate an input context to a window created
by another thread, or vice versa.

There may be a programming technique, maybe like
code-injection/dll-injection, to achieve this. But, I don't know how
to do it. I'm wondering if there is a simpler method, something like
AttachThreadInput...
