I keep my command lists in the .pcf (unless there is a good reason
for not doing so) so I have not seen the problems you mention.

When a command list is in the .pcf and shown with position floating,
PowerPro remembers its screen location from one boot to the next.

I guess that doesn't happen if you load the bar temporarily
from ini files. If you use a script to load all your command lists
you could add a win.move command just after loading the anchor bar
and showing it for the first time:
  win.move("anchor",980,0)  ;;  [on a 1024 wide screen]

After that, you can use the drag button to adjust the position
if you wish.
I think Powerpro will remember its screen position when you
hide and show it, up to the end of this PowerPro session,
but probably not if you remove and reload the bar.
