I was hoping you might know of an existing program to do this, although it does seem unlikely. I can think about writing a script to do this, but not until at least the fall of 2006 to even start. If you want, you can try your hand at a script. You'd have to generate an rc file as well as change the source code to replace strings by references to some function MyLoadStr(res). I'd aim for a separate resource file and dll for each language with same resource ids. Simplest approach for me would be have users rename the resource file to some standard name and then use Windows API on it to load.
