Yes, PowerPro tray icon support was intended to let you show tray 
icons on a PowerPro bar (and so keep the task bar hidden).  It was not 
intended as a way to help you manage the tray icons in the task bar.

Programming features for tray icons is a pain as there is no official 
Windows-system interface to hook into other programs tray icons as 
you  hook into other programs windows.  You have to kludge around with 
reverse-engineered information and programming tricks.  Its not fun or 
easy to debug.  So I don't plan any extensions to what is there now.
