I changed my "Regional and Language Options/Advanced" into "English
(United States)", but it made no difference for PowerPro tooltips.

Thanks a lot. I played with it a bit (for the record, I am using
standard explorer shell).
pprotray1.dll seems to make things _slightly_ better: two icons (in
addition to "Safely remove hardware") managed to display their
tooltips correctly. Most of them, however, stayed exactly as they
were. But it at least seems to indicate you are on right track :)
pprotray2.dll, on the other hand, made things slightly worse: now,
even the "Safely remove hardware" icon now only shows "S" as a
tooltip.
Does that give you some ideas? Is there something more I could test?
How about providing some version of pprotray which saves
NOTIFYICONDATA structures it receives to some file, for further
inspection? Would it be possible/easy to do?

Just for the record, in order to rename a dll it is enough to kill
pprotray.exe process -- saves one reboot :)
