Yes you can do it in 2 ways: with a skin, or without a skin.
I see the bar needs two different fonts for text which changes:
- the large font for words like "Word" "Access" "Acrobat Reader"
- the small font for the message line which says "WALLPAPER CHANGED"
You don't need a font for "MAIN", "APPS", ..., because the words
do not change, they can be painted on the background bitmap.

A With a skin:
You set the skin's .txt file in Command list properties, Bars and menus,
"Background or skin .txt".
It is too much to write it all in a message. Please read PowerPro.hlp
"Creating skins" "Using skins" "Sections/subbars for skins".
Use the "the section/subbar model".
With skins you can define 4 different fonts for one bar,
so you only need one command list, for one bar with 13 subbars
{one subbar for MAIN, one subbar for APPS, one subbar for EDIT/PRO, etc).

B Without a skin:
You set a bitmap background in Command list properties, Bars and menus,
"Background or skin .txt".
This method is easier (you don't have to read Help about Skins)
but skins have more features, such as mouse over effects and
rounded corners for the whole bar.
With no skin you can only set one font for one bar,
so make 2 bars, in 2 command lists, and split the bitmap to make
2 bitmaps:
- one big bar with 13 subbars. It has the large font.
- one small bar for the bottom section which has the message line.
this bar is locked to the first bar. It has the small font.
Everything from the image you showed us must be in the bitmaps
except text which changes and icons which change.
They are put on top of the bitmaps by the command lists.
