Sorry, my mistake. Enter indeed exits configuration, I must have been using Alt-e or double-clicking the highlighted item without double- checking (there's a pun for you...) it was the one I wanted. Not really sure if no default action for enter would be better, I have Win+enter hotkey set to send Alt-o to PProConf so I can use my right hand to reliably "OK" PPro dialogs without having to check on the current default button to use plain enter. I also noticed that this glitch only happens on moving items down, not up. Moving up, highlight stays on dropped item.
