My open notes are doing what you described (saving to category or to "temp" if no category set yet) but this definitely hasn't always worked like this..? I have used this feature a lot over last year or so to remind myself of things I needed to do by leaving notes open for myself when I shut down for the night, that then appear straight away in the morning when I turn pc on.
