I think the MS compiler is free!  Check the Developer downloads for 
C++.  At least it is a free download and AFAIK it should be able to 
do basic dlls.  I think if you want the enterprise version you have 
to pay.  


However, I have not investigated in detail or tried to install on my 
machine as I do not want to break my current installation.

I suspect it also wants a lot of disk space.  

There is also the MinGW stuff.
