I found the solution to my problems getting my Favorite Folders menu
(places bar) working. I tracked it down to ctfmon.exe running. Once I
disabled that, all was well again.
To disable you have to turn off advanced text services in the Regional
cpl and then unreg msimtf.dll and msctf.dll.
I offer this up in case anybody else has had problems with the *Keys
{to folder} command.
