I just got a ThinkPad R60. It seems that the BIOS directly implements NumLock (Fn- or Shift-ScrollLock) under the covers. No scan code is emitted. If you ask Windows to beep whenever a toggle is pressed, it doesn't beep on NumLock. PowerPro can never see the NumLock.
I don't know how common this nor whether it violates the licensing agreement which lets Lenovo put that Windows-XP sticker on their machines. It wasn't a problem with my IBM ThinkPad T43.
