Yes, but since it's been in development for 12+ years we seem to have gotten most of the bugs out and it's quite stable and extensible with the plugin system. You can find a version that'll work in every version of windows from 3.x to Vista, and plugins that can interface with just about any programming interface you'd care to mention.
