I noticed the same, when i switch to the desktop via win+d. Then it 
also doesn't work for me. It seems, that the desktop is not "active" or 
at least powerpro doesn't recognize it as c=progman. I've no idea about 
that phenomenon. May be one of the windows-specialists can help.

Another question is: Why do you want to start explorer that way and why 
do you want to start explorer via doubleclick on the desktop ?
You could start explorer via win+e from anywhere or via any powerpro-
hotkey.
