You can delay starting the plugin like this.
1. Configure the button you use to display the cpu.
Set the name blank.
Set the id to CPU
Set the button width to 40 (or whatever works for you)
2. Create a startup scheduled event
Command: wait.for(5000)

cl.setlabel("bar", "cpu", "*info expr
(GetSystemPerformanceData.get_cpu_usage)%")
Change "bar" to the command list name for your bar. Change 5000 to
a different wait time in milliseconds, if needed. One line for More
Commands.
