What I have on my button is <path to ultraedit>\uedit32.exe with the <path to file>\file and ultraedit opens the file if it's not running and opens the file when it is. I also have a key combo set up with the command <path to ultraedit>\uedit32.exe and that brings me to ultraedit whether or not it was already open.
