Thanks for your interest.

I'm using identical location to both folder for PowerPro program files and 
Configuration files.

I uploaded _vars_v84_.zip.

Please note that sample scripts delete and overwrite the configuration ini 
files named plugins.ini, vars.ini.


BTW, if it's really a DBCS-related issue, you would never encounter this 
problem under the English version of Windows without installing the East Asian 
language package.
