There seems to be nothing unusual in the code, except that you include GetActiveObject too in CreateObject which is irrelevant here, however. Have you experienced the same creation failures also with other local servers, e.g., Excel, and/or even with in-process servers too? I suggest to try to create objects using dll.call instead. If it also fails, then there might be a problem in PP.
