Thanks, it was set to 2000. Disabling it allowed me to better observe
how the bar misbehaves. With notepad only running (no Control Panel), I
can see that sometimes button 4 in the Notepad bar stays pressed down,
even though I do release the mouse button after clicking, and move the
pointer away from the bar. I guess under this same circumstance I was
getting pproconf.exe before, while now nothing happens, that is button 4
doesn't perform any function (when it stays pressed down). I also
noticed that sometimes pressing button 4 in the Notepad bar, leaves the
Control Panel bar on top, instead of the Notepad bar. It *seems* to me
that when this happens then button 4 of the Notepad bar stays pressed
down. The timing of all this doesn't seem predictable.
