I am not surprised this does not work for some apps as it uses a bit of a hack.

If those apps for which it does not work allow you to create a customize 
toolbars, then you might want to try Sheri's idea (suggested for firefox).

- create a toolbar using the app but don't put any buttons on it or if you have 
to put one, put something you don't care about.
- create a powerpro bar in the left caption positon and then use the vertical 
offset in powerpro to move it down over the blank toolbar
