Sorry, I don't think either are possible with current PowerPro.  

I don't know of anyway of forcing a window/bar to be permanently bottom most.  
And I am not sure why Windows 7 show desktop works differently than XP win+d 
(which PowerPro resists) -- I won't have access to Windows 7 until next Spring.

As an alternative solution, instead of using a PowerPro bar, create ordinary 
desktop icons where you manually set the command to run PowerPro command lines 
(see help).  PowerPro itself still has to run, but it need not show any bars.  
Make sure you also have a desktop icon to configure, eg by running pproconf.exe.
