It's just the first entry in the command list. You check the checkbox on properties|all bars and menus, then add an item to the start of the command list and set the tool tip background color, font, text color by setting those entries in the command list item. Then also check "hidden" to hide the item itself so it does not appear at the start of the bar or menu. Why so kludgy? Well, it meant I did not have to do any of those tedious programming things I noted about tool tip delay time in order to capture and store the font and color info -- I just re-used the existing command item data and config dialogs.
