This is correct. I've always wanted to be able to put 32x32 and 16x16 
icons on one bar, but it can't be done in that form.

Two ways I've worked around:

(1) The ability to lock one bar to another is helpful (use the "Lock to" 
button in the command list properties dialog). A bar with 16x16 icons 
locked to a particular position on a bar with 32x32 icons gives the 
illusion of a single bar and you don't have to worry about them getting 
accidentally repositioned.

(2) Skins do allow the buttons to be different sizes, just not the 
icons. Thus, if it's an option for you to use bitmap backgrounds rather 
than icons, you can make this work.
