Hi, We had a similar problem here (uncoordinated work on fr.po), but we choosed to just work together with Antoine. So an official maintainer may not be requiered, after all. Also, a bug tracker is a separate problem, isn't it ? speaking about tools to help coordinating translations mini teams, do you know some free svn host for very small micro projects like this (would be helpful !)?
