2 things that aren't in 2.6.9:
* CONFIG_TIMER_STATS functionality to find the top offenders; this is
impossible to put in 2.6.9 in practice (because it would BE 2.6.21 at
that point)
* Detailed C-state data collection; This is easy to backport; Intel
has done it but no OS vendors seem to want it
