That's right, my Gigabyte 8I945GMMFY-RH with 945GM only permits C1. I hacked around the BIOS and enabled C3, but this gives very high latency, does not impress Windows and saved only ~1 W. Even with disabled C2+ the CPU runs passive with the tiny Gigabyte stock heatsink and a slow 120 mm fan nearby. More important than the C-states is the design of the motherboard. I have seen 945PM boards drawing less than 945GM boards. 16x PCI-Express ports also seem increase power consumption. This is, where the Abit board in the link[1] shines.
