depending on your distrib, you can use standard conf files for /proc ans
/sys entries
For Debian, it is /etc/sysfs.conf and /etc/sysctl.conf
Then, you need procps (default) and sysfsutils (optional) packages
example:
>> sysctl.conf (/proc entries)
#vm.laptop_mode=5
#kernel.nmi_watchdog=0
#vm.dirty_writeback_centisecs=1500

>> sysfs.conf (/sys entries)
#bus/pci/devices/0000:02:02.0/rf_kill = 1
