to a large degree... it doesn't really matter.
The moment you hit the disk, it's "game over" from a disk power saving point of 
view;
and the details between most of the filesystems are small on this side. It's 
just key
to avoid hitting the disk... anything else is noise compared to that.

Now, ext3 has some tunables for this, I don't know about the others.

Just pick a filesystem that suits your needs; eg if it's a server, pick a FS 
that works good for servers,
if it's a desktop pick one for those.
