I have seen reports of people *adding* C-states manually (succesfully), even when the appropriate section are missing from the dsdt. It may very well be that the CPU supports the C-states (and you should be able to get this info from the publically available cpu docs). However it's worth asking whether this will be big enough of a benefit for you since it's an older generation desktop system. you may be better off tuning your screensaver and hard disk spin down time as those will generally reduce power more easily. I can't say for sure that reducing the amount of wakeups will do any good - I suspect that it will, but only a power meter can confirm that.
