I'm slightly confused...

Isn't Powertop independant of Linux distributions?  If you want to know if
it's going to be included in the next version of <insert distribution here>,
then shouldn't that question be posted to the distribution creators?

If this version of Powertop is to be included in a currently realeased
distro, then the distro makers need to back port it from upstream, which is
unlikely if it is not a security fix release.

You can probably count on this version being included in the next upcoming
release of your distro, but it's not a certainty.  You should check with
that distro dev team.
