Same story here : my kernel autosuspends all usb ports after boot if no device is connected, but connecting a mouse afterwards doesn't unsuspend the port. The good news is, with powertop 2 I have a nice GUI to work around that : I just go to the "Tunables" tab and switch off autosuspend for the relevant port.
