Can you try booting from the 8.6 CD, choosing Custom Install for your 8.1, and choosing only the Language Kit? If you're using Netscape, you may be able to view the "gibberish" sites by fiddling with the Character Set (View menu) after the site downloads. There are three different choices for Japanese: Auto-Detect, Shift_JIS, and EUC-JP. Sometimes sites that are gibberish in one choice come up fine in another.
