It can depend on how old the drive is Some drives epsecially on new machine have a small start up partition of the hdd that cannot be erased without a deep format this is accessed by a boot disk in the case of an emergency and start up items and files and stuff are compressed there when the boot disk gets in the files are expanded to restore the system. to factory settings.
format the drive with charis or norton one of these should get it. or if you have a pc that you can put the drive in. dipslay the partion settings in fdisk and then delete format and reinstall in the Mac.
