The utility described is called Powershare (by Sanford Communications),
and it allows you to control the amount of memory allocated to file-
sharing, using a simple virtual slider control.

This is really useful if you are in an old-style Appletalk office network,
as you can dial it down so your own work hardly affected by others
tapping into your machine, or boost it up if you are transferring large
files to another machine while leaving them unnattended. When Ethernet
came along, however, it's faster speed made Powershare sorta obsolete in
that application. There may be other times when adjusting the percentage
of processor duty-cycle allocated to filesharing is useful, though.

It's a 48K application, I have a copy, and I believe it to be Abandonware.
If anyone can suggest a public-access FTP or folder for me to post it to,
I'll be happy to upload it for downloading by listmembers. Please don't
ask me to email you a copy, I get enough email as it is! But I'm happy
to post it so everyone can grab a copy on their own time. It's shareware.
