short answer: probably not right now, and if it did you'd still have to
tweak it a lot.

Mandrake 8.2 just came out for the ppc.
http://www.linux-mandrake.com/en/82ppc-announce.php3  has the announcement
and links to the downloads. Searching the mandrake support archives gives
you  http://www.mandrake.com/en/archives/cooker-ppc/2002-03/msg00340.php
which kinda leaves me saying "uh...." but that's an old message (dated march
19th) so there's probably another .iso available right now.
http://www.linux-mandrake.com/en/ppcFAQ.php3 is the faq which states:

"1) What machines are supported?
Mandrake Linux 8.2 PPC has been tested on the iMac, iBook & PowerBook and
should work on any "NewWorld" Apple machines, including B/W G3s and G4s.
Support has been added for a number of "OldWorld" machines such as the 7600.



2) What are the system requirements?

At least 96MB of RAM is recommended with 2GB of *free* (unallocated) disk
space. "

so mandrake may not be the best choice for your 3400 (unless you've got a
pretty loaded 3400).

the other linuxes (linix?) that run on apples in general are

-linxppc -- probably the oldest linux for ppc's
-yellowdog linux (redhat based, so it's easy to get pre-compiled binaries
for.)
-gentoo linux -- basically it's a mix between linux and BSD, using the
"ports" system of package management. every user of gentoo i've heard from
is a raving fan of the distro.
-debian has a ppc port too (although debian has a port for pretty much
everything).

http://www.yellowdoglinux.com/support/hardware/breakdown/powerbook.shtml
says YDL will run fine on a 3400.
