Assuming 4 MB on the CPU card, yes.

But, with 8 MB on the CPU card, 40 MB is the max.

It is highly likely that the NewerTech PPC upgrade card supports 0 MB, 4 MB, 
8 MB and 16 MB additional RAM, depending upon how the board is "stuffed".

I personally have a 167 MHz 0 MB upgrade card in one of my 540cs (32 MB total 
RAM), and I know of those who have a 167 MHz 8 MB upgrade card in their 540cs 
(40 MB total RAM).
