If you can find the Toshiba model number, the documentation can be found

That said, for IDE drives there are 4 possible settings: Unjumpered, 
Master, Slave, Cable Select.

(Often unjumpered drives have a jumper on the pins, but sideways)

These sets are *usually* labelled M, S, and C. You want to jumper the M 
set. It sounds like you have it set to slave or Cable Select, neither of 
which work. Most drives default to a pseudo Master status if they are 
unjumpered, menaing they'll behave like a master drive (ie: boot) if no 
other ide drives are present. Some, do not, however.
