I sleep my PB3400 (under OS 9.1) all the time with IE running and have not had any
problems. While it might cause problems on some computers, tracking down crashes can
be a problem if it's not always happening the same way every time. Could be corrupt
files (application files or OS files). Reinstalling is a chore though.

Like Donna, I always up the amount of RAM a program uses. If problems still persist,
throw out the program's prefs file. If that doesn't work. Trash the whole program
and reinstall. If that doesn't work, maybe it's the OS files? Boot from the OS CD,
and trash just the System Suitcase file and the Finder file and then do a reinstall.
If that doesn't work and you still think the OS is the problem then you would have to
do a complete reinstall where you trash the same files above but then rename the
System Folder to OLD System folder. Then when you install the OS it will create a
brand new System Folder. This last option is the last thing you want to do so only do
it if you must.

Note, there seems to be an OS decay on both Macs and Windows that after a few years
you need to wipe things clean and just reinstall. Anytime I get a used computer the
first thing I do is wipe it clean.
