These buttons were poorly designed. Sometimes they break at certain very thin weak points, sometimes the plastic seems to get old so it doesn't have the same tensile strength. If broken, it must be replaced. I probably still have several replacements--but we're about 5000 miles apart, so you can probably find something closer. If not broken but you have trouble getting it to click, sometimes placing a small shim under the clicker part will get it to work properly (I've done this on a couple of 5300s, but don't remember if I've had the same problem on a 3400).
On the keyboard: try (carefully) pulling off the key caps on the two letters. There may be some small item in there that presses both switches when you press one key.
