Dan, all ... an update.

The received charger measures just a few millivolts lower than does a 
known-good charger, therefore the supplied charger's cable is good.

When plugged into the 5300ce, the supplied charger will not operate the 
machine or charge the battery.

Indeed, the supplied charger causes the 5300ce not to work at all, even 
though it has a known-good battery installed (and previously fully charged in 
a known-good machine).

The supplied charger will not work under load, even though it "tests good" if 
tested using a laboratory instrument ...  a Fluke 8020A DVM, in this specific 
case.

Conclusion ... defective charger.

Suggestion ... always test chargers in an actual machine.
