How have you tested them? In stacked pairs? Stacked with other modules?
Singly? 

Seems odd that there'd be trouble with a single 24MB module.

But the stacked module problem is pretty well known. Seems there's an
unsolvable problem with some 1400's - perhaps a memory controller problem? -
wherein they can't use  the 4MB or 8MB "Apple slot" module installed above
the 8MB motherboard module. The result is that they cannot have more than
56MB installed. I had one of these - it was a 1400c/166 - which was a jewel
of a PB, except for the 56MB memory limit. It worked great with 2 x 24MB or
1 x 16MB + 1 x 32MB stacked modules. Didn't work with 24MB + 32MB stacked
modules. Worked fine with a G3 upgrade too.
