Probably a bad battery.

The BTI chargers are weird.  If you plug in the charger, and then plug
in the battery, you have to push the discharge button to start the
discharge/recharge cycle.  If you plug in the battery and then plug in
the charger, it will immediately and automatically start the discharge
cycle, and then recharge.
