You are using a SCSI adapter which puts the powerbook in "SCSI disk mode". It won't boot with that adapter on, it's meant to be hooked to a desktop via SCSI and just used as a dumb drive when in that mode. You will have to either use a different adapter that's just a SCSI adapter not a hard disk mode adapter (or flip the switch on the one you have, if it is switchable) or do something else, like put the 8.1 CD in a desktop machine, and access it via appletalk from the powerbook (printer cable or ethernet connecting the powerbook to the desktop).
